huh?
that's missing the problem.
downloading a file from a website will not generate such traffic, only
using filesharingtools will, because those tools make files they
download automaticly available for upload again.
downloading through http will do nothing of that sort.

the requests will not come in through http either.
your suggestion is on the right track though, because you DO want to
look at the data, but it is not http that you are after.
in fact, any mp3 file someone downloads through http has a 98% chance of
being legal. you don't usually find copyright violations on public websites.
