Why not have a firewall packet data filter look at the outgoing
URL request for an extension of mp3 and just deny it?

For incoming packets if the http command contains an extension
of mp3, then deny it.

Data filtering does require a fast box and a good filter writer.
I know one in Shane.  I can provide his email to you.  He is
very expert in this area.  Very.  He maintains the documentation
web site for the current linux firewall software.  He wrote NARC,
a front end to the firewall config file.
