Unless the test is performance based, it does not mean a lot. We have seen a 
lot of students pass multiple choice questions on some certification 
examinations and the student could not really perform.

The chief obstacle to the creation of a certification that does not exist is 
the necessary amount of initial effort put forth. The R&D necessary to make a 
certification test that really measures performance is a formidable task 
requiring hundreds of hours of labor by an expert and the development of a 
real and effective classroom agenda. Unless someone talented and has a lot of 
time on their hands it is going to cost $$$.
