You bring up some good points.  Especially the need for more
apprentise/intern programs.

I believe that done properly, the community testing approach would show more
than just good memorization skills or good test taking skills.  It could
show who is actively involved in furthering the community knowledge as a
whole.  This would give even more confidence to companies contemplating the
implementation of OSS.

Remember, the concept is for people like you, with skill and knowledge to
come up with the actual questions and format of each as well as the
approach.  I know, a lot of work.

The trouble with testing and certification, ranking whatever you want
to call it is all it shows is someone took time to learn how to pass
the test.  Even performance tests though better are the same when most
people take the test multiple times to pass.  But even passing doesn't
show whether they studied and learned all the answers. or they
actually know why the answers are the answers.

This is why testing/certification holds so little value and terms like
"paper-MCSE" are coined.  In the hiring I've been involved with
certifications were only important when hiring entry level people. It
shows the person invested some time in their career and HOPEFULLY know
some basics, but the interview process should confirm that.

In the development world testing and certifications have been used
even less. Most tests only prove you are a human syntax checker. Sun
has a performance based test for Java, but the from the people I've
talked to involved with it say it only shows you can develop using
Sun's approach.

I think what is needed is much bigger and that is real apprentice
programs.  Dan Kegal has one.  I've only seen a couple intern programs
in the IT industry in all the years I've spent in it. Other
professions have apprentice-journeyman programs the computer world
needs them.
