[Lula-biz] opens source competency?

The idea of the test is to learn from it and be able to show at least a
reasonable proficiency.  The idea for it isn't a cert. others are doing it
and I don't think its helping all that many people except the stockholders.
This should be a community effort so those involved will be noticed by
employers and recruiters.
