Ideally, yes, but what I usually do is go to the commandline
and type 'wine /media/cdrom/setup.exe'

Type 'wine --version', it will tell you the version.
0.9.18 isn't out yet, but the latest Wine is always downloadable
at http://winehq.org/site/download. You would grab the Mandrake
.rpm there, and do 'rpm -Uvh wine-0.9.17-mdk.i586.rpm' to update to it.
Releases are done once or twice a month, so you shouldn't have long to wait.
