[Lula] how to preserve link through shutdown & reboot.

I was quite proud of myself for figuring out that a symbolic link 
from /dev/modem to /dev/ttyS4 would allow me to use my fax-modem.  Or at 
least it did until I shut the machine down.  The next time I turned it on, 
the link was gone!

I created the link as root (got there with su command).  

How can I get the link to stay in place?
