[Planning] Protecting LULA lists

So, I have to admit that I haven't been carefully tracking lula
subscriptions, but tonight I idly noticed that someone from Superios
Staffing Solutions (http://www.superiorss.com/) subscribed to our list
for ~6 minutes tonight. I'm figuring thist was done to get access to the
member list.
So two questions come to mind:
1) Do we really mind if the only people grabbing our member list are
recruiters (keep in mind lots of folks are looking for a job)?
2) If so, how do we want to address it?
The quickest and most straightforward solution to #2 to me is to require
the list admin approve new subscriptions. Annoying for me, and probably
even more annoying for new subscribers, but it would mitigate this
problem to some degree. Any other suggestions are more than welcome.
